Tony Benn Dies Aged 88 – An Icon of the English Left



Very sad to hear the news that Tony Benn has died. He had been very ill for a little while and when last I saw him in the flesh, which was a couple of years ago, he looked very frail.

I once saw him make a speech at The Free Trade Hall of all places in Manchester in I think 1980, and he was very powerful, electric even and really inspiring, and I left the event feeling as though the revolution was about to begin in the next week or so.

Times change of course, and the revolution (a peaceful one, of course) looks further away than ever now, but Tony Benn was the only figure on the left from the 70’s and 80’s and before that managed to keep up with the new politics of the left, attending Left Field at the Glastonbury festival for example and he could engage easily with the younger generations.

I thought of trying to get a video clip for this blog of Tony Benn in his prime, but in end thought it more appropriate to feature a recent one, like the one above, because he really did adapt with the times, and could be just as inspirational in his later years.

He will be sadly missed by all those of a radical political persuasion, young and old. He constantly reminded us of our power to change things, and to never give up hope. A great man indeed.

Council of Europe recommends more powers for English local authorities


Councils in England should have more powers devolved to them, according to a new review into the state of local government.
The Council of Europe regularly reports on the state of local and regional democracy in the EU's member states. A delegation visited twice last year in only the second-ever review of the UK, the first taking place in 1998.

Published today, its report ‘Local and regional democracy in the United Kingdom' recommends greater devolution of powers to local government, increased tax-raising powers for councils and a fairer funding settlement for English local authorities.

The report concludes:
·         The ability of councils to provide "essential public services, quality health and social care and effective and adequate community services and facilities, especially to the growing number of older people" is under huge pressure following austerity measures.
·         It recommends devolution of powers to councils as "the ability of local authorities to discharge their responsibilities sometimes appears to be highly restricted by central government".
·         Despite significant funding reductions themselves, councils in Wales and Scotland are "better off financially than their English counterparts". The complex formula for distribution of central government funding produces "considerable uncertainty and effects of unequal treatment".
·         A diversified base of local revenue is an "urgent necessity" with council tax "limited by central or devolved governments, due to the referendum obligation" while "all rates are decided by government and funding is still dominated by central government grants".

Sir Merrick Cockell, LGA Chairman, said:
"This report recognises the huge challenge facing public services with councils having to find £20 billion worth of savings by the end of this current Parliament. The LGA has highlighted the impact this will have on essential services and the Government has listened by not making an additional reduction to local government funding in 2014/15.
"We feel this review is a fair reflection on the current pressures facing local government. The current model for financing and running local government needs to change and adapt to today's circumstances and it is important that local and central government works together to address these issues and takes these recommendations forward.
"Devolution of decision-making and tax-raising powers to local areas is needed to help save money and improve services and English communities need to be given the same significant say over everything from health services to public transport as they do across the border in Scotland, Wales and Northern Ireland.
"Our European counterparts also identified the urgent need for a fair and equitable distribution of public money across the United Kingdom. The 34-year-old Barnett Formula is short-changing English communities by as much as £4.1 billion a year and a needs-based model is needed for a fairer deal.
"When the delegation returns to the UK in five years, I hope these vital reforms will be in full force and local government will be looking ahead to the future with renewed hope."

This is a press release from the Local Government Association, which is a cross party grouping of local authorities, Chaired by a Tory. It shows the depth of feeling in local government about lack of funding under the ConDem government.

Lib Dems beaten by Bus Pass Elvis Party in council by-election

It would be remiss to let today pass without noting the highlight from last night's council by-elections. In Clifton North, Lib Dem candidate Tony Marshall was beaten into last place by David Laurence Bishop of the Bus Pass Elvis Party (Marshall received 56 votes to Bishop's 67). The party's policies include the legalisation of brothels with a 30 per cent reduction for OAPs.

Bishop told the Nottingham Post that he was now "confident" of beating the Lib Dems in the general election. He said: "I will either stand in Broxtowe or Skegness and I'm more confident of beating the Liberal Democrats than I was two days ago. It's not the best news for the Liberal Democrats. But perhaps people actually liked my policies of legalising brothels with a 30 per cent reduction for OAPs and holding an enquiry into the cost of vets fees."

The Lib Dems, who have lost their deposit eight times in parliamentary by-elections since 2010, have previously been beaten by Professor Pongoo, a climate change activist who visits schools dressed as a penguin.

Haringey Lib Dems in Meltdown


As reported by the local newspaper the Ham and High almost two thirds (12 out of 21) of the Lib Dem councillors on Haringey Council are stepping down at the London council elections in May.

The departing councillors rather skirt around the reasons for taking this decision now, and the Lib Dem Group Leader cllr Richard Wilson even suggests that this is all part of natural process. Come off it mate, I’ve never known so many serving councillors quitting at the same time, and the reason is plainly obvious.

The Lib Dems in Haringey and much of London (and the north of England) are a toxic brand. People in these areas voted Lib Dem because they were unhappy with Labour in 2010, but are horrified by the subsequent ConDem government’s attack on the welfare state. These councillors know full well that they are highly unlikely to retain their seats and have no doubt been making alternative plans for some time. Rats leaving a sinking ship, you might reasonably conclude, rather than some natural turn over of personnel.

A brief look at the results of the GLA elections in 2012 paints the picture perfectly if you are in any doubt about the Lib Dems prospects at this year’s local elections. Labour won comfortably in every ward in Haringey, and in 18 of the 19 wards in the borough, the Green party beat the Lib Dems. I said at the time, that the writing was on the wall for Lib Dem councillors and sure enough they have just been marking time for the last two years. Some of them have no doubt tried to do their best, but such is the impossibility of providing good quality local public services, whilst central government funding for local authorities is slashed, have decided to jump rather than wait to be pushed.   

But what of our MP and junior Coalition Government Minister, Lynne Featherstone? Well she’s got another year to think about it, since she is not up for re election until 2015, but she is showing no sign of throwing in the towel like fellow north London MP Lib Dem Sarah Teather (Brent central). No, Featherstone seems to think she can win, because she is ‘personally popular’ unlike her party.

There is a great myth spread around by Featherstone and her supporters that she is a ‘good constituency MP’. We are bombarded in Hornsey and Wood Green (Featherstone’s Parliamentary seat) with leaflets telling us what a good constituency MP she is, a case of if you say something often enough, people will eventually believe it.

Well, I’m not buying it. I admit she is very good at self publicity, but that is all. She recently tried to take credit for the halting of plans to build a huge waste plant at Pinkham Way, for instance, but this was all the work of the residents in the Pinkham Way Alliance. This is only one example of Featherstone shamelessly claiming the credit for some achievement, when she’s done nothing but write the odd letter about it.

What’s more, she is an embarrassment in Parliament where she is commonly referred to as ‘Featherhead’ by other MPs (including some in her own party). But the main thing is, as the dozen departing Lib Dem councillors realise, personal reputation, whether real or otherwise, is not enough to save Lib Dem politicians. Featherstone will be unceremoniously booted out in 2015, for the part her party has played in propping up this deeply unpopular Tory led government.   

Close the door on the way out please Lynne, but make sure it doesn’t hit you in the face.

Statement on Local Authority Cuts


The Green party of England and Wales fought the 2010 general election in opposition to the savage public service cuts supported by the Conservative, Labour and Liberal Democrat parties. The Green party offered a different approach to reducing the country’s debts, which included making the wealthy (people and corporations) pay their fair share of tax, investing in the economy to produce sustainable growth through the Green New Deal, some cuts for example to Trident and pledging to protect public services particularly for the most vulnerable in our society.
Unfortunately, we did not win the general election and so are unable to put these policies into practice, although Caroline Lucas has almost single handedly taken the opposition to the Coalition government cuts agenda. The ideologically driven shrink the state policies of the Coalition government aim to reduce public spending and turn most of the public services over to private corporations. 
Our elected representatives in local government are on the front line in the assault on public spending, with local authorities having their funding from central government cut by around a third since 2010. Councils of all political stripes are hurting and they worry about whether they will even be able to fund their statutory duties in the future. Local government is under serious threat and everyone involved in it knows this to be true, despite the blithe statements about local authorities making efficiency savings and encouraging local business growth to pay for services, trumpeted by the Coalition central government. All the easy savings and many not so easy have been made now, and a future of even more of the same is daunting.
Haringey Green Party would continue to look for better and more effective ways of doing things in Council budgets especially on energy, transport, supplies, consultancy, and agency fees, whilst avoiding cuts in services, jobs, or wages and whilst recognising the importance of all sub-contractors’ staff (as well as Council employees) being paid a London living wage.  We would oppose any salaries in new appointments being over ten times the lowest full time wage.
Haringey Green party supports Green councillors who refuse to participate in or support an administration that implements any further cuts; and recognises that Green councillors may better represent the interests of their constituents by remaining in opposition at this time.
Haringey Green Party supports popular mobilisation against the cuts through demonstrations and where necessary direct action, in coordination with local, regional and national anti-cuts movements such as the People’s Assembly. HGP would welcome coordinated actions between Green and left councillors in different areas to resist cuts in services. 
HGP would welcome a national campaign for reform of local taxation and/or Council or GLA charges to make them more progressive and to capture more of the profits of developers to support local services, and would encourage and support any Green councillors elected here to pursue these aims as well as to campaign for local eco-taxes like levies on commercial packaging.
Haringey Green Party believes that Green Councillors, whenever faced with a need to make instant decisions about budgets in the Council chamber and whenever consultation with supporters and allies is not possible within the permitted time frame, should do whatever they judge to be in the best interests of the local population and consistent with Green Party policy.

Passengers face massive disruption if Boris’s cuts to ticket offices happen


The Mayor of London’s proposal to close all London Underground ticket offices and cut up to 1,000 tube staff is apparently supported by 82 per cent of Londoners, according to a poll commissioned by TfL.

However the question they ask in their poll doesn’t mention either the ticket office closures, or cutting a thousand staff, but TfL are now claiming public endorsement for the cuts. Polls commissioned by the unions also show overwhelming opposition from passengers to these cuts.

Closing ticket offices which are only used by 3 per cent of people making journeys does not sound much of a problem, except when you translate that into over a 100,000 people a day who are queuing up to sort out the issues which the machines can’t help them with.

I can see some merit to the argument that we utilize new technology to make staff more accessible, but these plans combine the closures with a huge reduction in staffing. Fewer staff will be around and when they are wandering about, we may, or may not, be lucky enough to bump into them. Ticket offices in most stations provide a reassuring focus point where you know you can find someone.

The presence of a staffed office provides an invaluable source of advice and assistance to passengers, way beyond the function of merely selling tickets. Get rid of a 1000 staff and you lose that reassuring presence which helps passengers feel safer, especially if travelling after dark.

Crime and abuse sadly occur in society and tube stations are no exception. In a recent survey of disabled travellers “enhancing personal security and safety” was ranked consistently as the most important benefit that staff provide to disabled passengers. CCTV cameras can never replace staff in making passengers feel safe waiting on a dark platform at night.

As we have tragically seen in recent years, emergencies do happen on our transport network and deleting staff posts as the number of passengers flowing through stations increases is irresponsible and could lead to injury or loss of life on the expanding tube network.

This Mayor – Boris Johnson – presided over annual fare hikes above the rate of inflation every year between 2008 and 2013. During this time, the real average increase in TfL fares was 11 per cent, hitting Londoners’ pockets over and over again.

Meanwhile, he throws away vast sums of public money on a succession of vanity projects including his New Bus and his cable car. While the Mayor wants to shed staff from tube stations to save money, the additional cost for the extra staff on the back of the 600 Boris Buses is an estimated £30m a year.

With record numbers using the tube and a massive predicted increase in passenger numbers these cuts to staffing are unnecessary, unsafe and unworkable.

He has slashed away at our public services. Earlier this month, 10 of London’s oldest fire stations closed their doors for the last time, 14 fire engines were withdrawn and 552 firefighter jobs were axed – all victims of this Mayor’s decision to cut council tax for the average family by 7p per week to make a political point, rather than safeguard our communities.

He has also presided over police front counter closures and is pushing for City Hall security services to be outsourced too.

Tube workers have been rightly praised, as heroes during the terrorist attacks, for making the Olympics a success and for keeping London moving. They now deserve our full support in their fight for a safe, properly staff tube.

Industrial action is a last resort and no one wants strikes, least of all tube workers who lose pay. But passengers face disruption and a worse service for years to come if these cuts take place.

This Mayor opposed the closure of 40 ticket offices by his predecessor and entered office in 2008 with a firm pledge to keep ticket offices open. He repeated his promise again in 2010. Now we see the Mayor quietly ditching his commitments and hoping nobody will notice.

I hope Londoners will see what he’s really doing and object to these dangerous cuts.

Extreme Weather Gives Poll Boost to the Greens



As is my routine, I was flicking through the freebie London newspaper the Evening Standard as I travelled on the underground home from work a few days back. Normally, there is not much of interest in this publication with its incessant fawning stories about the Royal Family and whatever press releases the London Mayor, Boris Johnson, has been spewing out, about what a marvellous Mayor he is. Oh and how much house prices have risen in London, is another perpetual news item.

I’ve usually got through the paper in about fifteen minutes. Then a small story in the corner of one of the pages caught my eye. It was the latest opinion poll from Ipsos MORI on voting intentions. The headline was about Labour stretching its lead a little over the Tories, but further down it also mentioned that the Green party had jumped 3 points to 7% in the national poll. This is a respectable showing for the Greens (only 1 point behind the Lib Dems and UKIP, both on 8%). I’ve seen us go up and down in polls before and know that the sampling can make a big difference in our poll numbers. If more people from the south east of England are polled for instance, we will show higher than normal.

But I also got to thinking if the extreme weather we have seen recently (hurricanes and cyclones in the Philippines, USA, Sardinia and England), has had some effect on people’s perceptions on climate change? Like it or not, despite our best efforts in recent years, the public still do view the Green party as a purely environmental party. I remembered a few years back, that the German Greens did particularly well in an election held just after severe flooding had hit Germany.

Being a bit of a psephological junkie, I get the Yougov emailing alerts for their daily polling reports, and yesterday, I received what looks to confirm my suspicions. This poll shows that 38% of those surveyed think that the extreme weather we have seen around the world is caused by man made climate change. Although 39% who have a view do not believe this, these are big numbers for the Green party. If almost half of people do take the issue seriously, and as these events become more common, we should benefit electorally. Whether we will have enough time to do something about it once it starts getting really serious, is another matter of course.

From what I have read the scientific evidence is not conclusive on the connection between stronger storms and warming oceans, but it does point in that direction. Atlantic hurricanes have increased both in power and frequency, coinciding with warming oceans that provide energy to these storms. In the Eastern Pacific, there have been fewer but stronger hurricanes recently. More research is needed to better understand the extent to which other factors, such as atmospheric stability and circulation, affect hurricane development.

Of course, to me it is pretty much commonsense that the warmer the water sucked up into these tornados, the stronger they are likely to be. It does look like this commonsense is taking hold amongst the public at large, which during an economic recession is pretty significant, I think.

I warned Boris that his policies would lead to more cycling deaths

Four out of five cycling deaths in the last nine days are linked to either the Mayor's red buses or to his blue paint.

After almost six years of inaction on cycle safety, the rise in the number of killed and seriously injured have to be placed at the Mayor’s door. That is why this morning he started blaming the victims, rather than talking about real solutions.

It is the lowest form of politics to direct attention to the mistakes that people may or may not have made as they cycled to work, or rode home to their families, in order to draw attention away from yourself.

The whole point of being Mayor is that you take responsibility for creating safer roads, where individual mistakes by a cyclist, driver, motorcyclist or pedestrian do not get punished with death.

Boris Johnson has previous form on blaming the victims, and repeatedly refused to apologise for the wildly incorrect statistic he used to claim that the majority of deaths and injuries where down to cyclist infractions of the rules. Transport for London refused to back up his claim and the Mayor reluctantly agreed it wasn’t true, but it was a resentful, grudging conversation.

The Mayor even returned to his favourite theme that London’s roads were getting safer for cyclists and he wanted me to apologise for saying they were not. The reality is that they are safer than they were twelve years ago, but they have become more dangerous since he was elected.

My office have been trying to get TfL to make the post 2008 calculation on the ratio of cyclist death and serious injuries since July. We wanted them to do it so that we could avoid another spat between me and Boris over who had better statistics.

Instead TfL have told us that ‘they do not regularly publish’ such figures and directed us instead to the raw data. The calculation seems easy enough so here it is:
In 2008, on average a cyclists could make 401,910 trips before being killed or seriously injured.
In 2011, the average cyclist could make 364,361 trips before being killed or seriously injured.
The 2012 figures will show that this trend has accelerated; I have no idea what 2013 will finally bring, but I suspect it won’t be good news.
I have repeatedly warned Boris Johnson that his policies would lead to more death and injury. Whether it was slashing over £35m off the road safety budget, abandoning the road hierarchy which had previously made cyclist and pedestrian safety the top priority,  or stopping safety improvements at junctions because they might create a traffic jam.

The Mayor made mistakes and stayed firmly in denial about the consequences. He still is. For all the talk of a £900m cycle safety budget, he still believes in those comments about keeping ‘your wits about you’ and ‘there is no amount of traffic engineering that we invest in that is going to save people’s lives’.

The solutions are obvious and uncomplicated. Make 20mph the default speed limit across London. Give space for cycling by taking it away from cars and lorries. Ban HGVs during commuter hours. Get rid of the major gyratories and start from scratch with the redesign of places like Bow Roundabout and Old Street. Fast track all the safety measures on the top 100 most dangerous junctions.

While the Mayor is doing all of that, he could start to enforce the rules on our lawless roads, so we no longer have 62 hit and runs a week in London, or a situation where the majority of drivers with over 12 points on their licence are legally allowed to drive.

Just how much media coverage does UKIP get?


With 25 appearances by Nigel Farage on Question Time and more than 23,000 press mentions, UKIP is attracting historically unprecedented levels of coverage for a minor party.

"Oh no, not Nigel again!" groaned some Question Time viewers last week as they sat down for the fourth time this year to hear the views of the leader of the UK Independence Party (UKIP). Nigel Farage has appeared on the show no less than 25 times, 15 of which have come since 2009, while in the past four years, a further six slots have gone to other Ukippers like Paul Nuttall, Diane James and Patrick O'Flynn. This means that since 2009, UKIP spokespersons have sat on the panel on 21 occasions, almost double the number for the Greens (11) and more than double the number for Respect (10).

Unsurprisingly, these figures have led some to argue that Farage receives a level of publicity that is not only disproportionate to his party’s actual strength, but also exceeds that given to other insurgents who have achieved what UKIP has not: a seat in Westminster. Some go further, suggesting that parts of the media have a vested interest in supplying UKIP with the 'oxygen of publicity' so as to pile pressure on David Cameron and trigger a rightward turn on issues like the EU, immigration and gay marriage. But of course this may all be far more straightforward: Farage is a skilled, media-trained populist who contrasts sharply to an otherwise bland and robot-like political elite. It's only natural that journalists flock to an outsider who gives them good copy.

But this does raise an intriguing question: exactly how prominent are Farage and UKIP in British media? As part of our forthcoming book in 2014, Revolt on the Right, we used a well-established database (Nexis) to track the number of times UKIP and Farage are mentioned in UK-based newspapers. This is only a small part of the book, which analyses over 100,000 voters and includes interviews with key insiders to explain UKIP’s support and what it tells us about British politics. But it is a useful, 'quick and dirty' way of measuring a party’s profile across all newspapers. It does not account for the nature of this coverage (i.e. positive or negative), and does not include radio, television or social media. But given that print media continues to set much of the agenda in British politics, it remains a valuable yardstick.

First, in Figure 1, we track the number of citations for UKIP and Farage from 2003, when UKIP was a largely unknown fringe party with only three MEPs, to November 2013, when it had become a serious force, tipped to win the 2014 European elections. This reveals how media interest in UKIP has surged, particularly since 2012. In 2003, the party was not even mentioned 600 times; ten years later it was flagged more than 23,000 times (and only until November). Similarly, in 2003, Farage was barely visible with only 36 mentions, but 10 years later this had rocketed to over 8,000.

Clearly much of this marks a response to UKIP’s growth in the polls. But whereas UKIP enjoyed record gains in 2004 and 2009, the media attention it won after these breakthroughs is dwarfed by the wave of coverage it has received in the past two years. In 2012, UKIP mentions reached a record high of over 10,000, but so far in 2013 this figure has already more than doubled again, and with two months of the year still left to run. Interest in Farage has risen even more steeply – his mentions more than doubled between 2011 and 2012, and have already quadrupled in 2013. It is likely this trend will continue into 2014, as Britain braces for European elections, and then into 2015 as journalists debate the possibility of a UKIP seat in Westminster and the possibility of a EU referendum.

Second, how does this picture compare to other insurgents? Figure 2 compares UKIP’s coverage to the Greens, Respect and British National Party. From 2005 until 2009, the picture was far less rosy for Nigel and his party: they attracted less attention than the Greens and were fighting in the 'media war' to move away from the BNP. But since 2011, the party has really come into its own, rapidly moving away from other minor competitors to achieve historically unprecedented levels of coverage.

It is a similar picture in Figure 3, which compares Farage‘s profile to that of Caroline Lucas, George Galloway and Nick Griffin. Until 2012, Farage was often eclipsed by Griffin and Galloway (though never Lucas). We can see how Galloway gains profile during the 2005 campaign and then after his by-election victory in Bradford in 2012, while Griffin peaks during his European breakthrough in 2009. Interestingly, Lucas does not attract an equivalent spike in coverage following her breakthrough into Westminster. In fact, in comparison she is nowhere to be seen. Yet since 2012, Farage has rocketed onto a new level, leaving behind other smaller party leaders who have managed to win representation in Westminster. Journalists clearly are not shaped by electoral reality.

We can also put this into a broader context. While his party is now regularly polling ahead of the Liberal Democrats, Farage, at least in terms of media profile, remains some way behind Nick Clegg, unsurprising given that the latter is in government and the Deputy Prime Minister. So far in 2013, Farage has been mentioned almost 9,000 times compared to almost 20,000 citations for Clegg. But he is closing the gap.

This brings us to our final point concerning the nature of UKIP’s coverage. As Figure 4 shows, UKIP is not only attracting historically unprecedented levels of interest, it is also now beginning to broaden out its 'media attack'. In previous years, the party was most often mentioned alongside the EU, which is unsurprising given its goals. But since 2011, the number of articles that mention UKIP alongside immigration has risen sharply, representing around 40% of its total coverage in 2013.

This is not coincidental but reflects UKIP’s change of strategy since 2011, which we detail in the book. It is the first piece of evidence that UKIP are entrenching themselves at the centre of Britain’s ongoing debate over immigration and its effects, which given the approaching debate over migration from Bulgaria and Romania, and the fact that public concerns over immigration remain high, also looks set to continue. UKIP’s plan to expand its eurosceptic origins by targeting immigration is yielding dividends, as is Farage’s more aggressive media strategy. In interviews with us, those close to Farage often voiced anxiety about the impact of a relentless schedule on their leader’s health. Some complained how he often gives his personal number to journalists, and refuses to 'switch off'. The strategy may well be wearing Farage down, but it is also producing results. Whether his party can sustain this interest, and ensure it is strictly for positive reasons, remains to be seen.

Russell Brand Interview - We need a Revolution



There is some enjoyable sparring between Paxman, clearly channelling the sentiments of thousands of PSE teachers parrotting the vacuous suggestion that those who criticize the failings of our 'representative democracy' should stop and instead involve themselves in it, and Brand, who channels the sarcastic teenagers who know all the reasons why the teacher is wrong and are happy enough with that. But this isn't a serious political debate or any sign that revolution is on the agenda.

Brand talks generically about the way in which differences within the 'political class' are more ephemeral than they seem, and how this has made people dissillusioned with the political system. Strip out the occasional nods towards leftist terminology (like saying 'political class' instead of 'Westminster Politicians') and this is mainly the stuff of a million pub conversations about how 'they are all the bloody same'. Nigel Farage could probably agree with 80% of it.

To be scrupulously fair, he does talk about the failure of the banking system, about unequal distribution of wealth and income, and about cuts and austerity. That's a good thing, and something we don't hear discussed in these terms often on mainstream TV.

But as another famous beardie once wrote, the important thing is not to interpret the world but to change it. Here Brand was utterly helpless in the face of the Paxman steamroller. Paxman says that the only way to change the political system is to participate in it; Brand knows that this is wrong but is unable to articulate why. That would require too much engagement with detail and with structure and process. Naomi Klein and Noam Chomsky can do this, but they don't get prime time with Jeremy Paxman, and not many people would watch if they did. Brand does get prime time, precisely because he can't spell out a detailed critique of how 'representative democracy' screws us all.

It's a bit unfair to blame Russell Brand for not having a detailed political program or strategy, a point that he makes rather well himself during the interview. But it is important to recognize that talking about a revolution without actually expressing any idea about what that might mean is, in some sense at least, one of the safety valves of the political system. We have seen this in other anti-politics movements led by comedians and celebrities, notably the Beppe Grillo movement in Italy, that captured the rage of an important section of the population and then led into a blind alley with a program that again, Nigel Farage would have quite liked.

Lots of people have shared the interview video, excited that someone famous was at least using the R word. That's got to be a good thing, and it would be an even better thing if our party and the movement of which it is part would be able to engage with this sentiment, which goes far beyond the usual waters in which the anti-capitalist left usually fishes. But that in turn requires a political strategy for change that goes beyond 'vote for us, we are different to the rest of them'. And a vision of a revolution that is neither a fairy tale of opting out of capitalism to create a parallel world alongside it nor a nineteenth century insurrectionist fantasy.

The Green Party takes on the banks

Last weekend, the Green Party of England and Wales made history by joining the United States Green Party in calling for an end to the private creation of money by banks. After a debate on the motion at the Autumn Conference in Brighton, the Green Party has collectively decided to instead place this power with a democratically accountable National Monetary Authority at the Bank of England. This represents a huge change in Green Party policy, as we are now calling for full reserve banking, alongside other radical policies such as a citizen's income, land value tax and of course the decarbonisation of the entire economy as we move to a post carbon and equitable world.
           
To recap: currently private banks create money as debt when they make loans. This electronic bank money now represents 97% of the UK money supply, with only 3% being created debt-free by the government in the form of notes and coins (a good place to start to understand the UK money system is the one hour documentary 97% Owned. This money is allocated by the lending decisions of the high street banks, and so we see money pumped into the housing market (putting house prices way beyond the means of young people) instead of small businesses, as banks receive collateral if mortgage holders default on their loans. This is massively undemocratic, as control of the banks' power to create money is in the hands of its board members, who are only accountable to the bank's shareholders.

 Money creation is pro-cyclical – too much is created in an economic boom, whereas we are currently living through a period where lending is restricted and money is therefore destroyed when debt is paid down. This is why the Bank of England has introduced quantitative easing to indirectly get money into the economy, and the government has introduced the Help to Buy scheme to encourage the public to take on more debt, creating a housing bubble in the process.

 From an environmental perspective, the biggest problem with the current money system is that the level of debt is constantly growing. This in turn means the economy is compelled to grow, even when this leads to environmental destruction. This is the engine behind such environmentally damaging innovations such as planned obsolescence (designing products with a limited useful life to perpetuate consumption), as Michael Rowbotham recognised in his book The Grip of Death over a decade ago. The current debt-based system of creating money is incompatible with the goal of a sustainable, steady-state economy, as pointed out in the recent green economics book Enough is Enough.

To achieve a steady state economy we must eliminate the growth imperative that is built into the existing banking system.

Full reserve banking is recognised as the missing link in the move to a sustainable economy by a number of leading green economists and thinkers. These include:

As Caroline Lucas points out in this video, the best way to use the debt-free money created as a result of these reforms (estimated at £1 trillion over 20 years) would be to spend it on the Green New Deal in an effort to build the green economy. This way we can get unemployed people into labour-intensive jobs, with more taxes paid by a larger workforce, creating a virtuous circle for government revenues and society as a whole.

The potential transition scenario to a full reserve banking system, as well as the finer details of the reforms, are laid out in the book Modernising Money. We have adapted these proposals to suit Green Party principles.

With the Icelandic parliament looking into the potential of introducing full reserve banking[3], we may have a working example of these reforms in the years to come. As the proposer of the motion, Andrew Waldie, puts it, “This motion strikes a blow at the heart of financial capitalism by removing from banks their power to create money”. We may have improved our policies, but the real battle will be taking this power back from the banks when our movement reaches a critical mass.

The Case for Land Value Tax



This video was produced by the Coalition for Economic Justice (CEJ). They stand for:-

GMB Union’s move shows that unions feel sidelined by Labour


The GMB added this ominous statement to their press release: “It is expected that there will further reductions in spending on Labour party campaigns and initiatives.”

Much more will come out this weekend as the annual TUC conference kicks off in Bournemouth, but it’s telling that no one from any of the major unions was willing to make a statement on BBC World at One today. Only Ronnie Barker from the Bakers Union came on to say that he wouldn’t be surprised if other unions follow suit.

There’s a tendency for many within Labour to see their relations with Trade Unions as a battle of wills rather than an equal relationship. So many will interpret this as a ‘warning shot’ from GMB that requires a ‘robust response to show we’re not weak’ etc. But I think they forget that there are far more Britons who see their union as more relevant to their lives than the Labour party.

As George Eaton points out, the GMB has decided to slash its funding in advance, rather than seek to recruit members to the party. And they’re not even bothered about picking a public fight over this.

This is bad for the Labour not just because it deprives of the money, but because it indicates relations are so bad the unions are largely unwilling to work with Labour to make it a mass-membership party. They’re essentially saying: ‘if you’re going to treat us like this, then don’t expect us to help you‘.

If that attitude among unions hardens and becomes entrenched, especially if the Labour leadership decide to take it as a personal attack, then expect more unions to follow and eventually look at disaffiliation.

Progressive Council Tax – Fairness in Action


An idea emanating from Brighton and Hove Green party is creating a buzz around the whole Green party. There will be a motion debated at the party’s autumn conference on the subject which I hope will be supported and become a central policy tool for Greens in local government.

To be clear, Green party national policy is for the introduction of a Land Value Tax for raising local revenue, but this would need a change in the law, which will only come when we get a Green government. It is also national policy to oppose the current austerity measures as pursued by the Coalition government and which is largely accepted by the Labour party. But again, we need to hold power nationally to affect this successfully.

In the meantime, we need a credible strategy at local government level where we can and do (in Brighton and Hove) run local authorities, which is more than just implementing cuts as directed by national government, as we are at the moment. Progressive Council Tax (PCT) is the best idea that I have heard of for providing us with a distinctive and radical alternative to the present system of local taxation, which is controllable at local level.

So, how does it work? First a referendum needs to be held and won in a local authority area on raising Council Tax by more than 2%, in fact much more than 2%, with the higher the increase, the less the majority will pay.

Then residents are required to apply for a reduction in the charge, which would be means tested, with around 80% of residents receiving a reduction, meaning most would actually pay less than now. For the other 20% who do not qualify for a reduction there will be steep increase in Council Tax. This is all based on residents’ income and ability to pay, which is perfectly fair and counter to the policies of the ConDem government. Vulnerable groups will get special help to ensure they pay only the correct amount.

I’m told that this does not require any change to the law nationally, so if voters can be convinced that this a fairer way to fund local services, and for most it will cost less, then there is nothing to stop a local council introducing this approach.

PCT has a number of advantages, I think. It is fairer, because those who can afford to pay more will do so, leaving those on more modest means either unaffected or better off. It also has the potential to reduce some of the cuts to services that are required by national government reducing direct grants to local authorities, and so at least some services and jobs are retained.

Then of course there is the politics. Would Labour run councils for example, follow suit and introduce the scheme themselves? If they saw it working in Brighton and Hove, they might consider it, but if not then the Green party will have staked out an alternative approach, which to use sales parlance, would be our ‘Unique Selling Point’, offering the voters a true choice in how local services are funded.


There is probably a huge amount of detail to work through on this idea, in practically introducing PCT, but I’m sure that can be achieved, and in principle it can be justified in terms of fairness. We need to be bold as a party in these testing times. PCT’s time has surely come.

Labour to End Affiliation Links to Trade Unions

 
The Guardian newspaper, amongst many other media outlets, reports that the Labour party is seriously considering cutting off affiliation to the trade unions in a move that would end over a hundred years of such arrangements, beginning in 1904 when the unions formed the Labour Representation Committee, which later became the Labour party.

There are many on the right in the Labour party who have wanted to make the break for a number of years now, but the Falkirk by-election candidate selection row with the union Unite, has given fresh impetus to the idea. Without knowing all of the facts surrounding what has gone on in Falkirk, it seems to me that Unite has not broken any Labour party rules, by paying Labour party affiliation fees for members of the union who live in the constituency. And Unite’s argument that it is only trying to increase the number of Labour party MPs from working class backgrounds from the paltry 9% currently in situ, does seem to be a noble aim.

Starting in the 1980’s when Neil Kinnock was Labour party leader, and then pushed much further by Tony Blair when he became leader, there has been a centralising of the decision making for Labour candidates in winnable seats. Some of the justification for this, to get more women into Parliament for example, was good in its intent, but at the same time they had to be the ‘right sort’ of women to benefit. In the main, these candidates’ men or women had to find favour with the Labour leadership in terms of political ideology. This system brought us such political titans as Hazel Blears and Jacqui Smith, so enough said there then.

Unite is only playing the same game as the Labour leadership, in trying to influence the selection of candidates who are more in tune with the values of trade unionism, which given the huge amount of funding provided by the union to Labour (£3 million this year alone), is not in the least bit unreasonable.

So will Labour cut the link? I think there may be some reshuffling of present affiliation rules, but at the end of the day Labour needs the unions’ money. Tony Blair disastrously tried to move away from this dependence when he was leader, wooing wealthy individuals into giving donations, but various patronages scandals cast a shadow over this type approach (though it doesn’t stop the Tories) and it moved Labour even further away from the interests of the people who they were elected to represent. I have my doubts there will be complete break, but it would not surprise me if it happened. Labour has been travelling along this road for getting on for thirty years now.

I say to the unions, wake up and smell the coffee brothers and sisters, the Labour party will never be the party to represent the interests of your members ever again. Labour has become a party of the neo-liberal establishment, with all that that entails. Labour, even in these times of the abject failure of neo-liberalism, will not challenge the status quo, and will only throw a few crumbs from the table to your members.

The decision for the unions is quite simple really. The break with Labour will happen although probably slowly, so what should they do about it? The unions should either form their own party, or back the Green party, or perhaps more likely join a broad electoral coalition of the left, which should include the Green party, and build an electoral movement to change our grossly unequal and unrepresentative politics for good.  

Workers of the world unite! You have nothing to lose but your chains.

Industrial Dispute in Brighton and Hove and the Green Party


With industrial action starting last Friday, Green Party members across the country face an immense dilemma – the choice between supporting our own minority Green council or hundreds of workers going on strike for a week against proposed pay reductions.

Some of the workers could lose up to £4000 a year. That’s a choice most Greens would a few years ago have never thought they’d face. In the midst of massive local authority cuts, the Greens are in office but seemingly not in power.

Many local parties and individuals – including the local Brighton & Hove Green Party, Caroline Lucas (who has pledged to join the picket lines), and university branches such as my own – have spoken out against the bin worker pay cuts.

It has thus-far been a shambolic dispute where a noble attempt to equalise pay between male and female staff has turned into idiotic comparisons to the winter of discontent, accusations of potential strike breaking, and outsourcing the pay proposal decision altogether in order for Greens to claim ‘it wasn’t our decision’. Yet the council leader, Jason Kitcat, seems determined not to budge.

Serious internal discussion about this sorry state of affairs has sadly been minimal at best, stifled at worst. The party is coming under attack over this from all other sections of the left, and Labour will exploit this to its fullest unless the Green group in Brighton change tack and handle the situation properly. If Greens don’t tackle the issue head on, other parties will do so.

Neither is it good enough to say, as some have, that since the Greens are a federal party ‘it’s up to Brighton’. Brighton Greens – both the local branch and our only MP – have spoken clearly on this issue. It’s now up to the rest of the party nationally to back them up in this. Brighton is, bar a sizeable number of honourable exceptions in the likes of Alex Phillips and others, a rogue council, refusing to cede to the wishes of its local party, its constituents, and (from what I gather) the rest of the party nationally.

Disappointingly, the Green Party Executive (GPEX) and leader Natalie Bennett have appeared quiet on the issue.

Worthy though bringing in a Living Wage, leading the ‘no evictions’ fight over the bedroom tax, and attempting to equalise pay between male and female workers is, a Green council should never cut the pay of some of the least well off. That should be a given, particularly after enshrining social justice into the party’s Core Values last conference. As a party which has the strongest record on workers’ rights in terms of policy, strike busting should never have even been rumoured, let alone a potential possibility.

There are some hopeful signs however. Leading figures in Brighton & Hove Greens have at last made public statements about the strike action, though still seemingly refusing to back down over the pay proposals. The GMB has agreed to re-enter negotiations. And the candidate for the Hanover & Elm Grove by-election, David Gibson, is a solid trade unionist who opposes the measures to equalise pay down instead of up.

There needs to be a serious discussion about the possibility of setting ‘needs budgets’, and if not, discussing whether we should be in office at all if we are forced to act as a mere smoke-screen for Tory-Lib Dem cuts.

At what point does the party start to consider that to stay in office and continue to implement cuts would be to breach fundamental principles? As the Green Party conference in Brighton approaches, it’s time to get backtracking on the proposed pay cuts, and time to start talking.

Labour’s embrace of welfare reform is a victory for the right


The Labour Party leadership’s embrace of welfare reform – set out in Ed Miliband’s keynote speech on welfare to a select audience in Newham, East London – marks a victory for the right and describes another benchmark in the political degeneration of the party that created the welfare state.

From the moment the current global economic crisis hit these shores with the collapse of Northern Rock in September 2007, the singular objective of the right has been to turn what was and is a crisis of private greed into a crisis of public spending. It was a campaign given political credence with the election of the Tory-led coalition government in 2010, unleashing a political and economic assault on the poorest and most vulnerable section of society under the rubric of austerity.

In economic terms austerity is doomed to failure. The empirical and historical evidence leaves no doubt that in periods of economic downturn a government must spend more not less in order to re-inject the demand sucked out by the refusal of the private sector to invest as profits tumble

Investment strike

A story that appeared in the Express in April revealed that the government’s own Office for National Statistics had calculated that UK corporations, other than banks, were sitting on a combined surplus of £318 billion in the final quarter of last year – up from £304 billion in the previous quarter.

This is an investment strike by any other name, which the government has responded to with tax cuts for the wealthy and other inducements to invest in the shape of subsidies, grants, tax breaks, and so on. Picking up the tab for all this has been the poor and those reliant on the welfare state and public services in the form of swingeing cuts to public spending.

If we factor in the £375 billion pounds the government has thus far fed to the banks in the form of Quantitative Easing since 2009, what we have seen over the past five years of the economic crisis is the transfer of wealth from the poor to the rich on a grand scale.

The fact that the government has been able to get away with this without meeting significant or effective resistance is a consequence of two processes that are interlinked. The first is the traction and persuasiveness of the simplistic analogy that the Tories and their bag carriers in the right wing press have drawn between a national economy and a household budget.
Contraction of demand
Yet as the US economist and Nobel laureate Paul Krugman reminds us – unlike a household budget, when it comes to a national economy one person’s spending is another person’s income. Under the aegis of austerity, if no-one is spending then no one has any income, resulting in the contraction of demand leading to the stagnation we are currently witnessing.

The second of these two interlinked processes is a government initiated campaign of demonisation against the unemployed and those claiming benefits, resulting in the creeping criminalisation of poverty. Shifting the responsibility for poverty onto its victims – away from the vicissitudes of a free market economic system that could not function without creating poverty – has been one of the most vicious and callous policies of any British government in modern history. Sadly, as stated, it has met with inordinate success, reflected most recently in Ed Miliband’s speech on welfare reform, which amounted to the Labour Party leadership’s abandonment of the principle of social solidarity that underpins the welfare state.

The specific contents of Ed Miliband’s speech set out a pledge to in building homes in order to bring down a housing benefit bill that currently sits at £95 billion annually. Set against the paltry £4.5 billion the government devoted to building affordable housing last year, it is inarguable that the current expenditure in housing benefit is unsustainable. However its size indicates an out of control private rental market on the back of a three decades long housing crisis.
Bedroom tax
While any pledge to address this housing crisis is welcome, the lack of any policy on rent control to deal with exorbitant rents charged by private landlords – the real beneficiaries of housing benefit – is instructive. Also instructive, not to mention disappointing, is the lack of a firm pledge by Labour to repeal the present government’s iniquitous Bedroom Tax if and when elected, with its disproportionate impact on the disabled.
Listening to Ed Miliband’s capitulation to the right on welfare reform, the words of US billionaire investor Warren Buffet immediately sprang to mind:
“There’s class warfare, all right, but it’s my class, the rich class, that’s making war, and we’re winning.”

A Referendum on UK Membership of the European Union


Well, as UKIP surge in the opinion polls and the Tory party goes into one of its perennial spasms about the European Union, and gay marriage and the fact that we don’t live in the 1950’s anymore, foreign observers must think that the British have gone completely mad. And to an extent I’d be inclined to agree with them, because there is crazy feeling about our politics at moment, but it is largely limited to only a section of the people, whilst more are worried about their economic security and many other issues before the European Union.
One of the paradoxes of the rise in support for UKIP at the expense of all of the main parties (though particularly the Tories), is that opinion polls show increasing support for staying in the EU, though all the polls do have majorities in favour of having a referendum on the issue. UKIP are the voting receptacle of protest votes in by-elections and local elections, for all sorts of reasons as written about previously. This is not a deep insight, and surely must be obvious to all involved in politics, but a section of the Tory party have decided that this is the best chance they will get to quit the EU, and they are certainly not going to waste it.
For the record you can read the Green party’s policies on the European Union here and you will note that we have a vision of a very different Europe, one which prioritises the interests of the people of Europe, over that of multi-national corporations, which is how things stand at present. That sort of change would need referendums in all nations of the EU, but that kind of choice is definitely not what we in the UK or elsewhere will be getting.
Let’s take the Prime Minister’s plan for a referendum, ‘in or out’ in 2017, after he (if he’s still Prime Minister, which looks doubtful) has renegotiated our terms of membership of the EU as our starting point. On the face of it, this looks to be a reasonable position. It is likely that there will be changes in the EU, given the problems with the Euro. And there are problems a plenty with the how the EU works. The Common Agricultural Policy is one obvious example, and unfair tariff and trading rules with developing countries, is another.
But these things are not what David Cameron wants to renegotiate. He will try and get some deal on limiting immigration from eastern Europe, though I don’t think he will be very successful. He also wants to protect the City of London financial services industry from possible EU regulation, which he might get some concessions on. Where he probably will get somewhere, is over employment regulations, like the working time directive and agency workers regulations. So, less control over the industry that precipitated our current economic crisis and fewer rights at work, as the new settlement. 
That will be the choice, ‘in’ the newly the negotiated EU without the same worker protection as the rest and a free-wheeling finance sector, or ‘out’. We probably won’t even get the option of staying in on our current terms, let alone anything better, if the Tories get away with it.

Luckily, enough Tory MP’s seem hell bent on pursuing this issue until they get their referendum, splitting the Conservative party and the Coalition with the Lib Dems in the process, which makes it much more likely that they will not get the opportunity to determine the terms of any referendum on the UK’s membership of the EU, any time soon.
